The European Union and the United Kingdom have reached a tentative agreement on defense cooperation, fisheries management, and youth mobility programs ahead of Monday's high-stakes EU-UK summit. Diplomatic sources confirm representatives from all 27 EU member states received the draft agreement in Brussels, with formal approval processes now underway.
