China Supports Ukraine Peace Efforts, Endorses US-Russia Talks

China has expressed its support for all initiatives aimed at achieving peace in Ukraine, including the recent agreement between the United States and Russia to commence peace talks. Fu Cong, China's permanent representative to the United Nations, made these remarks during a briefing at the UN Security Council on Monday.

Fu reaffirmed China’s dedication to resolving global disputes and conflicts through dialogue and consultation, in alignment with the UN Charter. He reflected on the Minsk Agreements, which were endorsed by the UN Security Council a decade ago, describing them as a positive step towards resolving differences. However, he voiced regret over their incomplete implementation, which he believes contributed to the escalation of the crisis and the ensuing large-scale conflict.

\"The failure of the Minsk Agreements is deplorable, and its historical lessons warrant deep reflection,\" Fu stated. He highlighted that from the onset of the crisis, China has advocated for a political solution through dialogue and consultation.

Fu outlined China’s four-point proposal as the fundamental framework for addressing the Ukraine issue:

  • Respecting the sovereignty and territorial integrity of all countries.
  • Observing the purposes and principles of the UN Charter.
  • Giving due regard to the legitimate security concerns of all countries.
  • Supporting all efforts conducive to the peaceful settlement of the crisis.

He emphasized that China has been actively involved in diplomatic mediation, maintaining communication with relevant parties, including Russia and Ukraine. China has participated deeply in discussions on the Ukraine issue within the United Nations framework and the Security Council, playing a constructive role in promoting ceasefire and political settlement.

Additionally, China has collaborated with Brazil and other nations to establish the Group of Friends for Peace, aiming to harness the collective wisdom of Global South countries to foster peace. \"The evolving situation has proven that China's proposal is objective, fair, rational, and pragmatic, reflecting the broad consensus of the international community,\" Fu remarked.

Fu pointed out that the Ukraine issue is approaching a critical juncture for a negotiated settlement. He asserted, \"The ultimate resolution of any conflict lies at the negotiation table, and history will undoubtedly deliver a just outcome.\"

He expressed hope that all relevant parties and stakeholders involved in the Ukraine crisis would engage earnestly in the peace talks process to reach a fair, lasting, and binding peace agreement acceptable to all parties.

\"As the conflict has been unfolding on European soil, it is imperative for Europe to work for peace,\" Fu added. \"We hope the parties will jointly address the root causes of the crisis through negotiation and find a balanced, effective, and sustainable security framework for lasting stability in the region.\"
