In a significant boost to its urban workforce, China created 12.56 million new urban jobs in 2024, according to the Ministry of Human Resources and Social Security. This figure surpasses the government's annual target and reflects the country's ongoing efforts to stabilize employment amid global economic uncertainties.
\"The employment situation remained generally stable,\" said Lu Aihong, spokesperson for the ministry, during a press conference on Tuesday. The surveyed urban unemployment rate stood at 5.1 percent in 2024, a slight decrease of 0.1 percentage points from the previous year, indicating a steady improvement in the job market.
Employment among those lifted from poverty also saw a remarkable increase. By the end of 2024, over 33.05 million people who had previously been living in poverty secured employment, furthering China's poverty alleviation achievements.
China's social security network expanded as well, with nearly 1.39 billion social security card holders by the end of last year, including 1.07 billion digital card users. \"Social security cards are divided into physical and digital types, and many people hold both,\" explained Lu, highlighting the integration of technology in public services.
The ministry emphasized the importance of vocational training in enhancing employability. Over 12 million individuals obtained vocational skill-level certificates or professional qualification certificates last year, thanks to strengthened management of vocational competence assessments.
Looking ahead to 2025, the ministry announced plans for a targeted employment support program aimed at key sectors, industries, urban-rural grassroots, and micro, small, and medium-sized enterprises. This initiative includes establishing a mechanism for collecting and releasing information on job positions related to major projects, aiming to bridge the gap between job seekers and employers.
The private pension system is also set for enhancements. The ministry will accelerate research and formulate relevant policies to increase its appeal, encouraging more citizens to participate in private pension plans.
Human resource service agencies played a pivotal role in supporting the labor market. By the end of 2023, over 70,000 such agencies operated across the country, employing 1.06 million people. \"Throughout 2023, these agencies provided services to 300 million workers and 55.99 million employers, with approximately 40 percent of these employers in the manufacturing sector,\" said Zhang Wenmiao, an official with the ministry.
Youth employment remains a top priority. The ministry plans to introduce a youth job creation program this year, including measures to boost employment for college graduates. \"Throughout 2025, we will organize a series of activities to promote employment and entrepreneurship among young people,\" stated Chen Yongjia, another ministry official.
These comprehensive efforts underscore China's commitment to maintaining a stable employment environment and addressing the challenges faced by various groups in the labor market. As the nation continues to navigate economic shifts, these proactive measures aim to secure livelihoods and support sustainable growth.
