Biden Administration Removes Cuba from Terrorism Sponsor List

Washington D.C.—In a significant shift in U.S. foreign policy, President Joe Biden announced on Tuesday the removal of Cuba from the list of state sponsors of terrorism. The decision marks a reversal of the previous administration’s stance and paves the way for renewed diplomatic relations between the two nations.

The White House stated that the move comes as part of a deal to free political prisoners in Cuba and those whom Washington considers unjustly detained by the government in Havana. Senior Biden administration officials, speaking to reporters, revealed that an assessment concluded there was “no credible evidence” to suggest that Cuba is currently supporting international terrorism.

“This decision reflects our commitment to a more constructive approach towards Cuba,” said one official. “It is a step forward in encouraging positive change and upholding human rights.”

The action effectively overturns the January 2021 designation by former President Donald Trump, who had re-included Cuba on the terrorism list in the final days of his term. Trump’s move had reversed efforts by former President Barack Obama to normalize relations with the Caribbean nation.

In anticipation of improved relations, senior Biden administration officials expect Cuba to release “many dozens” of prisoners by the time Trump is inaugurated again as president on January 20.

Additionally, President Biden signed a national security memorandum rescinding the 2017 sanction policy known as “National Security Presidential Memorandum 5.” This measure lifts restrictions on certain Cuban individuals and entities engaging in financial transactions with U.S. counterparts.

To further incentivize the Cuban government, the administration has issued a six-month waiver for Title III of the Helms-Burton Act, as announced by White House Press Secretary Karine Jean-Pierre. This waiver prevents U.S. nationals and others from filing lawsuits in U.S. courts over property seized by Cuban authorities following the 1959 Cuban Revolution.

The Catholic Church, led by Pope Francis, played a crucial role in facilitating the prisoner release agreement. President Biden honored Pope Francis with the Presidential Medal of Freedom on Saturday, acknowledging his contributions to global diplomacy and humanitarian efforts.
