NPC Standing Committee Outlines 2026 Legislative Priorities in Annual Report

China's National People's Congress (NPC) Standing Committee has unveiled its roadmap for 2026 legislative priorities, emphasizing economic modernization and cross-strait relations. The report, delivered by Chairman Zhao Leji and approved on March 12, outlines key initiatives to strengthen governance and address emerging challenges in Asia's largest economy.

This year's agenda prioritizes legislation supporting technological innovation, green energy transition, and social welfare reforms. Chairman Zhao highlighted the committee's focus on 'legal frameworks that keep pace with China's development needs' while maintaining stability in the Taiwan Strait region.

The report reaffirms commitments to peaceful development of cross-strait relations, stating: 'We will continue to promote economic and cultural exchanges between the Chinese mainland and Taiwan region, adhering to the One-China principle.' This comes as overseas investors from the Taiwan region increased mainland investments by 12% year-on-year in Q1 2026.

Analysts note the legislative priorities align with broader Asian economic trends, particularly in digital infrastructure and sustainable development. The NPC Standing Committee's work report serves as a crucial indicator for businesses and policymakers monitoring China's regulatory landscape.
