China’s National People’s Congress (NPC) Standing Committee wrapped up its 13th session in Beijing on Wednesday, marking significant legislative progress and key appointments.
During the closing meeting, lawmakers voted to adopt a new Value-Added Tax Law, amendments to the Supervision Law, and a revised Science and Technology Popularization Law. These legislative moves aim to further streamline China’s tax system, enhance oversight mechanisms, and promote scientific literacy among the public.
In a notable personnel change, Guan Zhi’ou was appointed as the new Minister of Natural Resources, succeeding Wang Guanghua. The appointment signals China’s continued focus on sustainable development and environmental stewardship.
President Xi Jinping signed four presidential orders to promulgate the newly adopted laws and decisions, underscoring the leadership’s commitment to legal reforms and administrative efficiency.
Zhao Leji, Chairman of the NPC Standing Committee, presided over the closing meeting. He also chaired a meeting of the Council of Chairpersons prior to the session and conducted a lecture for lawmakers afterward, emphasizing the importance of legislative responsibilities.
The session decided to convene the third session of the 14th NPC on March 5, 2025. Additionally, lawmakers ratified extradition treaties between China and Zimbabwe, and between China and Suriname, enhancing international cooperation on legal matters.
The Standing Committee also approved the list of members for the sixth-term Macao Special Administrative Region Basic Law Committee. Zhao Leji granted letters of appointment to the committee members, reinforcing the central government’s support for Macao’s governance under the ‘one country, two systems’ framework.
These developments reflect China’s ongoing efforts to refine its legislative framework, strengthen international ties, and ensure effective governance. The NPC Standing Committee’s actions demonstrate a commitment to addressing both domestic priorities and international obligations.
