The Standing Committee of the 14th National People’s Congress (NPC) of China is set to hold its 13th session from December 21 to 25 in Beijing, where lawmakers will deliberate on key draft laws and reports.
The decision to convene the session was made on Friday during a meeting of the Council of Chairpersons of the NPC Standing Committee, presided over by Zhao Leji, chairman of the NPC Standing Committee.
According to the proposed agenda, the session will focus on reviewing draft revisions to the law on people’s congress deputies, a draft value-added tax (VAT) law, and draft revisions to the supervision law. Lawmakers will also consider proposals submitted by NPC departments and the State Council, among others.
The session will also include hearings on several significant reports submitted by the State Council. These reports cover financial audit work, disaster and emergency response funds, and farmland protection. Additionally, reports from the National Commission of Supervision and NPC departments will be presented for review.
In preparation for the upcoming year, the Friday meeting also reviewed and adopted in principle the key tasks of the NPC Standing Committee and its work plan on legislation, oversight, deputies, and external affairs for 2025. Lawmakers deliberated a report on the NPC Standing Committee’s work in maintaining contacts with NPC deputies in 2024, aiming to enhance legislative efficiency and transparency.
The upcoming session reflects China’s ongoing efforts to refine its legislative framework and addresses critical areas such as taxation, supervision, and disaster response. The deliberations are expected to have significant implications for economic policies and governance structures, impacting both domestic and international stakeholders interested in China’s legislative developments.
