China has announced a new action plan aimed at strengthening climate change adaptation and early warning systems in developing countries. The “Action Plan for Early Warning Systems to Promote Climate Change Adaptation (2025-2027)” was unveiled on Tuesday during a high-level meeting at the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change, held in Baku, Azerbaijan.
The plan underscores China’s commitment to supporting developing nations in enhancing their capabilities to assess climate risks, monitor and forecast climate events, and build societies resilient to climate change. It focuses on four key areas: sharing knowledge on climate risk assessment; building climate risk monitoring and forecasting platforms; sharing experiences in constructing climate-adaptive societies; and boosting early warning capabilities in developing countries.
As part of the action plan, China will launch three Fengyun geostationary meteorological satellites over the next two years. These satellites will provide high-frequency monitoring of meteorological disasters for countries across Africa, Asia, and the Pacific region, significantly improving their ability to respond to climate-related emergencies.
In addition, China plans to implement a flagship South-South cooperation project on early warning for climate change. This initiative will provide relevant developing countries with meteorological observation equipment and cloud-based early warning systems, enhancing their capacity to anticipate and manage climate risks.
Earlier, the China Meteorological Administration and the Ministry of Ecology and Environment signed a tripartite cooperation agreement with the World Meteorological Organization. This agreement aims to support the United Nations’ “Early Warnings for All” initiative, further emphasizing China’s active role in global climate change adaptation efforts.
By investing in early warning systems and sharing expertise, China seeks to foster international collaboration in addressing the challenges posed by climate change, particularly for the most vulnerable nations.
