In an effort to safeguard national security and public interests, the Cyberspace Administration of China (CAC) has unveiled a draft regulation that seeks to standardize the labeling of AI-generated content across the internet.
Titled the “Measures for Identifying AI-Generated Synthetic Content,” the draft regulation defines synthetic content as any text, image, audio, or video created using artificial intelligence technologies. The proposed measures are currently open for public feedback until October 14, 2024.
Under the new guidelines, internet information service providers will be required to adhere to mandatory national standards when labeling AI-generated content. For services that allow downloading, copying, or exporting such materials, providers must ensure that explicit labels are embedded within the files themselves. This is intended to maintain transparency and allow users to readily identify AI-generated content.
Furthermore, platforms distributing content are obligated to regulate the dissemination of AI-generated materials. They must offer identification functions and remind users to disclose whether their posts contain AI-generated content. This move aims to foster a more trustworthy online environment by preventing the spread of undisclosed synthetic media.
The CAC’s initiative reflects growing global attention to the impact of AI technologies on information integrity and security. As AI-generated content becomes increasingly sophisticated, concerns have risen about the potential for misuse, including the spread of misinformation and deepfake media.
