Xi Jinping’s Blueprint for Deepening Reform to Propel Chinese Modernization

President Xi Jinping’s explanation of a significant reform resolution aimed at advancing Chinese modernization is set to be published on Friday in Qiushi Journal, the flagship magazine of the Communist Party of China (CPC) Central Committee.

This publication will elaborate on the key considerations and priorities outlined by Xi during the third plenary session of the 20th CPC Central Committee in July.

The Political Bureau of the CPC Central Committee decided that the session would focus on further deepening reform comprehensively to advance Chinese modernization. Xi emphasized the pressing need for this endeavor, citing several critical considerations:

  • Rallying support and pooling strength to complete the Party’s central task on the new journey in the new era.
  • Improving and developing the system of socialism with Chinese characteristics and modernizing China’s system and capacity for governance.
  • Promoting high-quality development and better responding to the evolving principal contradiction in Chinese society.
  • Addressing major risks and challenges to secure steady and sustained progress in the cause of the Party and the country.

Xi outlined the priorities in drafting the resolution:

  • Adhering to established principles to ensure the right political orientation, building on valuable experiences gained since the launch of reform and opening up, particularly from efforts to comprehensively deepen reform in the new era.
  • Emphasizing a problem-oriented approach by working out plans for further deepening reform with a focus on advancing Chinese modernization and implementing the major strategic plans set out at the Party’s 20th National Congress.
  • Sorting out priorities by prioritizing institutional reform, reforms of strategic and overarching importance, and the leading role of economic structural reform.
  • Adhering to the principle of putting the people first to ensure that reforms are designed and advanced with the people’s overall, fundamental, and long-term interests in mind.
  • Making overarching, integrated, and systematic plans to ensure that reforms in different sectors work in concert and produce desirable results.

According to Xi, the draft resolution features several highlights in terms of its layout and content:

  • Giving play to the leading role of economic structural reform.
  • Developing support institutions and mechanisms for all-around innovation.
  • Comprehensively advancing reform.
  • Balancing development and security imperatives.
  • Strengthening the Party’s leadership over reform.
