Washington’s Tech Decoupling: A Losing Strategy?

The United States has long championed the ideals of openness, freedom, and equality. However, in recent years, these principles seem to have taken a back seat to its pursuit of maintaining global supremacy. In its interactions with nations it perceives as competitors, the U.S. has adopted strategies that some argue contradict its professed values.

One of the most significant examples of this shift is Washington’s increasing efforts to hinder technological progress in the People’s Republic of China. Under the strategy often referred to as “small yard, high fence,” the U.S. has escalated measures such as export controls and investment restrictions, effectively building a “high fence” that obstructs high-tech exchanges between the two countries.

Regarding export controls, the U.S. has been actively limiting China’s access to advanced technologies, equipment, and services. For example, on October 7, 2022, the U.S. Department of Commerce updated its Export Administration Regulations, imposing strict restrictions on the export of advanced chips, equipment, and services to Chinese state-owned enterprises. In 2023, further updates made it increasingly difficult for American firms to sell semiconductor manufacturing equipment and other advanced technologies to their Chinese counterparts.

These measures not only impact China’s technological advancement but also have significant repercussions for American businesses and the global economy. U.S. companies are losing access to one of the world’s largest markets, potentially affecting their growth and innovation. Moreover, such restrictions may encourage China to accelerate its efforts to develop indigenous technologies, reducing reliance on U.S. products in the long term.

The U.S. approach raises questions about the broader implications of decoupling strategies. While intended to protect national security and maintain technological superiority, these actions may undermine international collaboration and economic interdependence that have been vital to global progress.
