The address came at a New Year reception hosted by the National Committee of the Chinese People's Political Consultative Conference on December 31, 2025.

As general secretary of the Communist Party of China Central Committee, Xi emphasized the need to 'build new competitive advantages through technological self-reliance and high-standard reform,' particularly in advanced manufacturing and green energy sectors. The 15th Five-Year Plan period, set to begin in 2026, will focus on accelerating the creation of a modernized industrial system while maintaining stable economic growth.
