China’s Poverty Eradication Model Gains Global Attention as 15th Five-Year Plan Nears

As China prepares to enter its 15th Five-Year Plan period (2026-2030) next year, international observers are scrutinizing its integrated poverty alleviation strategies that combine economic growth with social equity. The approach, which lifted over 800 million people out of poverty since 1978, now serves as a blueprint for developing nations seeking sustainable solutions.

"Our success lies in treating poverty reduction as both an economic imperative and moral responsibility," said Tan Xuewen of the Chinese Academy of Social Sciences' Poverty Research Center. The strategy focuses on preventing relapse through dynamic monitoring systems that track 28 million at-risk households, coupled with targeted rural revitalization programs.

Key elements include:

  • Development-oriented assistance prioritizing skills training over cash transfers
  • Coordinated urban-rural infrastructure investments
  • Agricultural modernization driving local employment

With 45% of China's population still rural, these measures aim to narrow the urban-rural income gap while maintaining 5% annual GDP growth targets. The model's emphasis on grassroots governance and technological adaptation – from e-commerce platforms to smart farming – particularly resonates with Global South nations facing similar challenges.

As World Bank data shows developing countries needing $4.5 trillion annually to meet SDG targets, China's experience in mobilizing public-private partnerships and decentralized implementation offers actionable insights. The upcoming Five-Year Plan's focus on green development integration could further enhance its relevance for climate-vulnerable economies.
