China’s Legislature Advances Key Laws Ahead of 2026 NPC Session

National People's Congress Concludes Landmark Session

The Standing Committee of China's 14th National People's Congress (NPC) concluded its 19th session on December 27, 2025, approving six critical legal instruments that will shape economic and social governance. The newly adopted laws address hazardous chemical safety, fisheries management, civil aviation standards, language standardization, and foreign trade regulations.

President Xi Jinping formally promulgated the legislation through presidential orders, while NPC Standing Committee Chairman Zhao Leji emphasized the need for meticulous preparation for the upcoming fourth session of the 14th NPC, scheduled to convene March 5, 2026. Three major draft laws – covering environmental protection, ethnic unity, and national development planning – will undergo further deliberation at next year's plenary session.

Strengthening Legal Frameworks

The session yielded significant progress in judicial clarification, with lawmakers adopting an authoritative interpretation of Criminal Procedure Law Article 292. Committee members also reviewed deputy qualifications and proposals, demonstrating the legislature's focus on governance modernization ahead of key 2026 policy implementations.

Chairman Zhao underscored the importance of aligning legislative work with next year's priorities, particularly in foreign affairs oversight and economic legislation. The session's outcomes signal China's continued emphasis on legal system refinement as it prepares for major political and economic milestones in the coming year.
