U.S. and Ukraine Trim Peace Plan to 19 Points Amid Talks

The U.S. and Ukraine have streamlined a proposed 28-point peace framework to 19 points during weekend negotiations in Geneva, according to reports confirmed on November 25, 2025. The revised draft removes or softens contentious demands, including territorial concessions and restrictions on Ukraine’s military capabilities, while deferring key decisions to leaders from both nations.

Ukrainian officials involved in the talks emphasized the revised plan reflects Kyiv’s priorities more closely. “Very few things are left from the original version,” stated First Deputy Foreign Minister Sergiy Kyslytsya. Oleksandr Bevz, a Ukrainian delegate, noted the previously rigid Thursday deadline for agreement now appears flexible, prioritizing finalized terms over haste.

Sunday’s meetings included representatives from the U.S., Ukraine, Britain, France, and Germany, with U.S. Secretary of State Marco Rubio and Ukrainian delegation head Andriy Yermak leading discussions. A White House statement described “meaningful progress” but acknowledged unresolved issues, including Ukraine’s potential NATO membership and security guarantees.

The Kremlin has not yet commented on the revised framework, while U.S. President Donald Trump indicated talks could extend beyond Thursday if progress continues. Analysts suggest the outcome may hinge on balancing Ukraine’s sovereignty concerns with broader regional stability efforts.
