Israel's security cabinet voted on November 20 to establish a ministerial committee overseeing implementation of the second phase of the Gaza ceasefire agreement, according to a November 21 report by public broadcaster Kan. While the first phase has nominally held since October 10, 2025, sporadic clashes between Israeli forces and Hamas persist along demarcation zones.
Gaza health authorities reported 312 fatalities and 760 injuries from ongoing hostilities since the truce began, with 572 additional bodies recovered from rubble during recovery operations. The cumulative death toll now stands at 69,546 since conflict erupted earlier this year.
The newly formed committee faces mounting pressure to stabilize the agreement as humanitarian organizations warn of collapsing medical infrastructure. Analysts suggest the second phase's success hinges on international mediation efforts expected to resume next week in Cairo.
