Merz: Ukraine Peace Requires Kyiv and Europe’s Consent

German Chancellor Friedrich Merz emphasized during the G20 summit in Johannesburg this week that resolving the Ukraine crisis hinges on the agreement of Ukraine and European partners, not external powers. Speaking on November 22, Merz stressed that Europe's collective security depends on addressing the conflict through regional collaboration.

"Wars cannot be ended by great powers over the heads of the countries involved," Merz stated, underscoring the need for Ukraine's unconditional consent in any peace process. He confirmed that German, French, British, and EU representatives will hold talks with U.S. and Ukrainian officials in Geneva on November 24 to discuss security guarantees for Kyiv.

While acknowledging potential pathways to de-escalation, Merz cautioned that significant gaps remain between stakeholders. His remarks highlight Europe's assertive role in shaping outcomes amid global geopolitical tensions in 2025.
