A Strategic Pivot

Local authorities have channeled oil revenues into building a ‘smart city’ ecosystem since 2016. Over 3,000 tech enterprises now operate in specialized zones focused on AI, big data, and renewable energy systems. Balancing Acts

While oil still accounts for 58% of municipal income, tech sector growth has averaged 19% annually since 2020. The shift mirrors China's national dual-carbon goals, with Karamay testing carbon capture systems at active oilfields. “We’re not abandoning energy,” explains tech park director Zhao Wei. “We’re making it smarter.”

The transformation has drawn 42,000 skilled workers since 2018, creating a cultural mosaic where Uygur artisans sell crafts beside augmented reality startups.
