Xinjiang Upholds Multilingual Rights in New Policy Framework

China's Xinjiang Uygur Autonomous Region has reaffirmed its commitment to protecting the linguistic and cultural rights of all ethnic groups, according to a white paper released Friday by the State Council Information Office. Titled "CPC Guidelines for Governing Xinjiang in the New Era: Practice and Achievements," the document highlights policies ensuring ethnic minorities can learn and use their native languages while fostering cross-cultural exchange.

The regional government supports a dual approach: preserving traditional scripts like Uygur, Kazakh, and Kyrgyz while encouraging mutual language learning to strengthen social cohesion. Xinjiang's administrative framework, which includes five autonomous prefectures and six autonomous counties, legally guarantees self-governance and cultural preservation rights.

"The people of all ethnic groups enjoy extensive rights to education, cultural development, and participation in state affairs," the white paper states, emphasizing policies aligned with China's broader goals of social stability and ethnic unity. These measures aim to balance modernization with the safeguarding of intangible cultural heritage across the region.
