China has launched a comprehensive blueprint to accelerate artificial intelligence adoption across critical sectors, aiming to reshape its economic landscape and drive global technological leadership. The newly released guideline outlines a phased approach to embed AI into science, industry, governance, and daily life through 2035.
Three-Stage Roadmap for AI Dominance
By 2027, authorities plan to achieve deep AI integration in six key areas: scientific research, industrial systems, consumer markets, public services, governance frameworks, and international collaboration. The initiative targets over 70% adoption of next-gen intelligent systems and significant growth in core AI industries.
Economic Transformation Ahead
National Development and Reform Commission official Huo Fupeng emphasized AI's potential to revolutionize traditional industries and create new economic pathways. "AI could contribute over 100 trillion yuan ($14 trillion) to the global economy by 2030," Huo stated, highlighting projections showing AI becoming a primary growth driver.
Long-Term Vision for Smart Society
The plan envisions 90% AI integration in daily applications by 2030, with the intelligent economy becoming central to national development. By 2035, China aims to establish a mature AI-powered society supporting socialist modernization goals through enhanced research capabilities and urban management systems.
Eight foundational pillars underpin the strategy, including data infrastructure upgrades, computing power optimization, talent development, and regulatory frameworks. The initiative positions China at the forefront of global AI innovation while addressing technological accessibility and benefit-sharing challenges.
