China will provide free preschool education to approximately 12 million children in their final year of kindergarten nationwide starting this September, a landmark policy announced by the Ministry of Finance on Thursday. The initiative aims to reduce household expenses by 20 billion yuan ($2.8 billion USD) this fall alone, with costs shared between central and local governments.

Vice Minister of Finance Guo Tingting emphasized that central authorities will bear the largest share of costs, prioritizing support for underdeveloped central and western regions. Private kindergartens must now align fee exemptions with public institutions, broadening access to quality early education.
