Chinese President Xi Jinping has called for greater integration of public feedback into the formulation of China's 15th Five-Year Plan (2026-2030), highlighting the role of digital platforms in shaping national policy. The initiative follows a month-long online campaign that collected over 3.11 million suggestions from residents across the country.
Xi, who also serves as General Secretary of the Communist Party of China Central Committee, described the public participation as "a vivid example of whole-process people's democracy." He urged policymakers to thoroughly analyze the submissions, emphasizing that "the aspirations of the people must guide our work."
The digital consultation, conducted from May 20 to June 20, marks one of China's largest efforts to incorporate grassroots opinions into its signature economic planning mechanism. First introduced in the 1950s, the five-year plans have evolved into comprehensive roadmaps addressing economic growth, technological innovation, and social welfare.
"This approach strengthens the connection between governance and public needs," Xi noted, directing local authorities to maintain open channels for citizen input. The move comes as China prepares to navigate complex challenges including technological self-reliance and sustainable development.
Analysts observe that the emphasis on digital engagement reflects both technological advancement and evolving governance methods in the world's second-largest economy. The finalized plan is expected to influence global markets given China's pivotal role in international supply chains and green energy transitions.
