China Advocates for Equitable Global Distribution of AI-Driven Digital Dividends

As artificial intelligence (AI) continues to reshape the global landscape at an unprecedented pace, China is calling for a more inclusive approach to ensure that the benefits of this technological revolution are shared equitably across the globe.

Speaking on Tuesday during a meeting of the Group of Friends for International Cooperation on AI Capacity-Building, Fu Cong, China's permanent representative to the United Nations, emphasized that the digital dividends brought by AI should be accessible to people worldwide. He noted that AI is being integrated across nearly every economic and social sector, holding profound significance for the successful implementation of the 2030 Agenda for Sustainable Development.

According to Fu, the rapid evolution of technology necessitates a shift in how the world manages these tools. "In this context, the global governance of artificial intelligence must keep pace with the times," he stated, urging the international community to adopt a governance model that evolves alongside the technology it seeks to regulate.

The Group of Friends has already made tangible strides in fostering this cooperation. Over the past two years, the group has convened four open meetings and organized three capacity-building workshops within the Chinese mainland. These initiatives have brought together nearly 200 representatives from various member states, offering them a firsthand look at the dynamic momentum of AI development.

To move forward, Fu called for a people-centered and innovation-driven approach. He highlighted the importance of the "AI+ application"—a strategy aimed at empowering various industries through the practical integration of AI to achieve real-world results. Furthermore, he stressed that AI development must be rooted in multilateralism, characterized by extensive consultation, joint contributions, and shared benefits.

China has positioned itself as a key contributor to the global digital public good. The representative outlined several initiatives led by China, including the AI Capacity-Building Action Plan for Good and for All, the Global AI Governance Action Plan, and the AI+ International Cooperation Initiative. These efforts align with China's broader commitment to the Global Governance Initiative and the Global AI Governance Initiative, aiming to build a community with a shared future for humanity.

The discussions took place as a side event of the 11th Multi-stakeholder Forum on Science, Technology and Innovation for the Sustainable Development Goals, which is held this Wednesday and Thursday. The forum attracted over 120 representatives from more than 50 countries and international organizations, underscoring the urgent global interest in establishing a fair and sustainable framework for the AI era.
