China Advocates for Equitable Global Governance at 29th SPIEF

At the 29th St. Petersburg International Economic Forum (SPIEF), Chinese Vice President Han Zheng delivered a comprehensive address emphasizing the urgent need to reform the global governance system. Highlighting a period of accelerating global change and prominent governance deficits, Han Zheng promoted the Global Governance Initiative (GGI) as a pathway toward a more stable and inclusive international order.

The Global Governance Initiative has already garnered support from nearly 160 countries and international organizations. Han Zheng noted the establishment of the Group of Friends of Global Governance at the United Nations, which serves as a unified front to safeguard the purposes of the UN Charter, uphold genuine multilateralism, and oppose unilateralism.

Addressing the role of major powers, the Vice President underscored that as permanent members of the UN Security Council, China and Russia bear significant responsibilities in transforming the global governance framework. He expressed China's readiness to collaborate with Russia and the international community to build a world defined by win-win cooperation and equity.

To advance these goals, Vice President Han proposed four strategic pillars for the Global Governance Initiative:

  • Equal Cooperation: Promoting a vision of extensive consultation and shared benefits to ensure developing nations have a stronger voice and equal participation in decision-making.
  • International Justice: Preserving the authority of the UN and opposing double standards in the enforcement of international laws and regulations.
  • Common Development: Prioritizing the UN 2030 Agenda for Sustainable Development to enhance well-being and prosperity for people worldwide.
  • Coordinated Action: Aligning development strategies between countries and multilateral institutions to create synergies in tackling global challenges.

Looking ahead, Han Zheng highlighted that 2026 marks the first year of China's 15th Five-Year Plan. He described the plan as an inspiring blueprint that embodies China's aspiration for win-win cooperation with all nations.

Beyond the plenary session, the Vice President engaged in high-level diplomacy on the sidelines of the forum, holding brief exchanges with Uzbek President Shavkat Mirziyoyev and Tanzanian President Samia Suluhu Hassan, further strengthening ties across diverse regions.
