China Questions Philippines’ South China Sea Stance at 23rd Shangri-La Dialogue

Diplomatic Friction in Singapore

At the recent 23rd Shangri-La Dialogue held in Singapore, tensions surrounding the South China Sea came to the forefront as representatives from China and the Philippines exchanged views on regional stability and diplomatic commitments.

During the event, Zhang Chi, a member of the Chinese People's Liberation Army expert delegation, directly addressed Philippine Defense Secretary Gilberto Teodoro. Zhang highlighted what he described as a significant contradiction in Manila's approach: while the Philippines publicly supports the early conclusion of the Code of Conduct (CoC) in the South China Sea, its actions in recent years have seemingly deviated from this stated goal.

The exchange underscored the ongoing complexities of maritime diplomacy in Asia. Despite the direct confrontation, Secretary Teodoro did not provide a direct response to the concerns raised by the Chinese delegation during the session.

Following the dialogue, reporters from China Media Group sought further clarification from the Philippine Department of Foreign Affairs. They inquired whether the defense secretary's position reflects the official government stance and if these contradictions might hinder the progress of the ongoing Code of Conduct negotiations. As of June 2, 2026, no response has been received from the department.

The pursuit of a comprehensive Code of Conduct remains a critical point of discussion for the region, as stakeholders seek a sustainable framework to manage disputes and maintain peace in these vital waters.
