A New Blueprint for Growth
The Xinjiang Uygur Autonomous Region has officially unveiled its 15th Five-Year Plan, a strategic roadmap designed to drive high-quality development from 2026 to 2030. The comprehensive plan centers on nine key priorities, aiming to balance industrial expansion with ecological preservation and social stability to ensure long-term prosperity.
Diversifying the Industrial Base
Central to the region's economic strategy is the optimization of its vast natural resources. The plan emphasizes the continued development of coal, oil, gas, and minerals, while aggressively pivoting toward new energy sources. In a bid to modernize its economy, the region is also expanding its digital footprint, with significant investments slated for artificial intelligence (AI) and computing power, positioning the region as a growing tech hub within the Chinese mainland.
Agricultural and Ecological Goals
Agriculture remains a cornerstone of the regional economy. By 2030, Xinjiang aims to achieve substantial production capacities, targeting 26 million tonnes of grain, 5.6 million tonnes of cotton, and 14 million tonnes of fruit. These targets are coupled with a commitment to environmental stewardship, highlighted by the advancement of the Three-North Shelterbelt Project and the expansion of the renewable energy base to combat climate challenges.
Social Stability and Livelihoods
Beyond economic metrics, the 15th Five-Year Plan places a strong emphasis on human capital and social welfare. The region targets the creation of over 470,000 urban jobs annually to boost livelihoods and ensure sustainable urban growth. By integrating economic opening-up with social stability, the plan seeks to foster a resilient environment for residents and overseas investors alike.
