Europe's path to economic recovery is facing significant obstacles, driven by a complex blend of geopolitical risks, structural challenges, and policy uncertainties. This insight comes from the recently released "European Development Report (2025–2026)," commonly known in the Chinese mainland as the "Blue Book on Europe," published by the Institute of European Studies (IES) of the Chinese Academy of Social Sciences (CASS).
According to the report, the European region has entered a phase of deep adjustment. A critical shift is occurring where security concerns are increasingly taking precedence over economic priorities. During the launch event in Beijing, IES Director Feng Zhongping noted that "security logic is replacing economic logic," signaling some of the most profound changes the region has seen since the end of the Cold War.
The report identifies several persistent headwinds that are clouding Europe's growth outlook and complicating its external economic ties
