A pivotal step in updating China's national security framework was taken this week as a revised draft of the National Defense Mobilization Law was submitted for its first legislative reading. The draft was presented on Monday, April 25, 2026, to a standing committee session of the National People's Congress, China's top legislature.
Having served as a foundational legal pillar for nearly 16 years since its implementation in July 2010, the law is designed to regulate all aspects of national defense mobilization. It clearly defines the rights and obligations of citizens and organizations, providing the legal bedrock for building a robust national defense.
After more than a decade of application, authorities identified that certain provisions were no longer fully aligned with the new situations, tasks, and requirements facing national defense mobilization today. This recognition has driven the need for a comprehensive revision and improvement of the statute.
