China’s R&D Surge: A Global Innovation Catalyst

China's 15th Five-Year Plan Sets Stage for Global Scientific Collaboration

China's commitment to a 7% annual growth in research and development (R&D) spending under its 15th Five-Year Plan (2026–2030) is poised to accelerate breakthroughs with worldwide implications. With R&D expenditure reaching 3.92 trillion yuan ($568 billion) in 2025 and R&D intensity surpassing the OECD average at 2.8%, the nation is transitioning from follower to co-architect of global innovation.

From Investment to Impact

Wang Yiming, vice chairman of the China Center for International Economic Exchanges, notes: 'Crossing the 2.8% R&D intensity threshold signals China's arrival as an innovation leader in practical terms.' The Nature Index reveals China now contributes over half of top-tier applied science publications, with its PPP-adjusted R&D spending nearing parity with the U.S. at 96% of American levels.

Open Science in Action

Initiatives like the Five-hundred-meter Aperture Spherical Telescope (FAST), operational for global astronomers since 2021, demonstrate China's growing role as a shared knowledge hub. This approach aligns with broader trends of international research partnerships addressing challenges from climate tech to AI ethics.
