Hamas Delegation Arrives in Cairo for Critical Gaza Ceasefire Talks

A Hamas delegation arrived in Cairo on Tuesday, January 13, 2026, to resume negotiations with Egyptian mediators over the implementation of a Gaza ceasefire agreement brokered in October 2025. The talks aim to address stalled provisions of the deal, including the reopening of the Rafah crossing and the formation of a transitional governance body for the territory.

Led by senior Hamas official Khalil al-Hayya, the delegation emphasized the urgency of “accelerating the transition to the second phase” of the ceasefire, which involves establishing an administrative committee of Palestinian technocrats and securing a full Israeli military withdrawal from Gaza. Hamas stated that discussions will also cover coordination with other Palestinian factions regarding political developments in Gaza and the West Bank.

The Rafah crossing, a vital humanitarian and transit corridor closed since May 2024 after Israeli forces assumed control of its Palestinian side, remains a focal point. While Israel has conditioned its reopening on Hamas releasing all hostages, the militant group insists the crossing must operate “in both directions” as part of the ceasefire’s first phase.

The 2025 agreement, overseen by an international “Board of Peace,” requires Hamas to disarm and relinquish formal governance roles. However, progress has been slow, with both sides accusing each other of violating terms. Analysts suggest this week’s talks could determine whether the fragile truce evolves into lasting stability or fractures amid escalating regional tensions.
