The new initiatives are designed to make the refund process faster, more convenient, and more accessible for global travelers.
Streamlining the Shopping Experience
To ensure travelers can easily access tax benefits, local authorities are expanding the network of eligible tax refund stores. Efforts will be focused on high-traffic areas, including major shopping districts, scenic spots, and ports of departure, aiming for near-complete coverage in key locations.
Digital Transformation and Efficiency
A significant shift toward digitalization is on the horizon. Starting July 1, 2026, customs and relevant agencies will implement a fully paperless refund process, allowing for the online verification of tax refund forms and sales invoices.
Efficiency is also being improved through a new verification system. From July 1, 2026, applications for refunds under 10,000 yuan (approximately $1,468) will be subject to random physical inspections, while full verification will remain in place for amounts of 10,000 yuan or more.
Enhanced Services for Global Travelers
The "buy and refund immediately" service is receiving a significant upgrade. Travelers can now complete their refunds at various ports, and the refund period for this service will be extended to 28 days across all locations, providing greater flexibility for those exploring the region.
Furthermore, the Chinese mainland is integrating these services into its major international events. Specialized tax refund service platforms will be established at high-profile exhibitions, including the China International Import Expo (CIIE), the Canton Fair, and the China International Consumer Products Expo.
