In a significant move to bridge the global digital divide, China has pledged to support artificial intelligence (AI) development and capacity building in developing countries. Speaking at the opening of the first Seminar on Capacity Building of Artificial Intelligence in Shanghai, Chinese Foreign Ministry spokesperson Mao Ning emphasized China’s commitment to using AI for the benefit of all humanity.
“China will continue to provide global public goods, such as support for AI development and capacity building in developing countries, and use AI to benefit all of humanity,” Mao Ning stated on Tuesday.
The spokesperson highlighted the rapid development and widespread application of AI as a key driver of scientific and technological innovation. “AI has become a pivotal force in the new wave of industrial transformation,” she noted. “As a major country in the AI field, China places great importance on the development and application of AI, particularly in enhancing the capacity of the developing world.”
Mao Ning underscored China’s active commitment to helping fellow developing countries benefit from AI advancements. “We are ensuring that countries of the Global South are sufficiently involved in global AI governance,” she added.
To facilitate this inclusive approach, China submitted a draft resolution during this year’s United Nations General Assembly entitled “Enhancing International Cooperation on Capacity-building of Artificial Intelligence”. The resolution was adopted by consensus and co-sponsored by 143 countries, demonstrating broad international support.
As a follow-up to the resolution, China, in collaboration with the UN, is hosting the Seminar on Capacity Building of Artificial Intelligence in Shanghai from September 3 to 6. Representatives from nearly 40 countries are participating in the event, which aims to deepen understanding of AI development trends through expert lectures, exchanges, visits, and surveys. UN Secretary-General António Guterres attended the opening ceremony, highlighting the seminar’s global significance.
“This seminar will help bridge the AI divide,” Mao Ning remarked. “It will enable representatives from the Global South to gain deeper insights into current progress and trends in AI development.”
Looking ahead, China reaffirms its dedication to supporting developing countries and promoting the use of AI for the common good. “We will continue to provide such global public goods,” the spokesperson concluded.
