New MONUSCO Chief Swan Arrives in Kinshasa to Bolster Peace Efforts

James Swan, a seasoned US diplomat, arrived in Kinshasa this week to assume his role as the new Special Representative of the UN Secretary-General and Head of MONUSCO, the United Nations peacekeeping mission in the Democratic Republic of the Congo (DRC). His appointment comes amid heightened efforts to stabilize conflict-affected regions and address humanitarian challenges.

In his inaugural address on April 7, Swan emphasized collaboration with Congolese authorities, civil society, and local communities to align MONUSCO's priorities with on-the-ground needs. “Our focus remains on protecting civilians and fostering sustainable peace,” he stated, underscoring plans to meet with government officials and aid organizations in the coming days.

Swan brings decades of regional expertise to the role, having served as US Ambassador to the DRC from 2013 to 2016. His recent leadership of the UN mission in Somalia further equips him to navigate complex peacekeeping dynamics. UN Secretary-General António Guterres, who appointed Swan on March 5, 2026, praised his predecessor Bintou Keita for her “steadfast leadership during critical times.”

Analysts highlight Swan’s familiarity with the DRC’s political landscape as a key asset, particularly as the mission seeks to balance security interventions with long-term development goals. MONUSCO, operational since 2010, continues to support disarmament initiatives and electoral processes while addressing escalating humanitarian needs in eastern provinces.
