Kazakh Voters Overwhelmingly Back Constitutional Reforms in Landmark Referendum

Kazakhstan's national referendum on constitutional amendments concluded on March 15 with exit polls indicating strong public support, according to preliminary data released on March 16. Surveys by the Eurasian Institute for Integration and the Institute for Comprehensive Social Research – Astana showed 86.7% and 87.4% approval rates respectively, with voter turnout exceeding 75% domestically.

The proposed changes aim to strengthen human rights protections, formalize the Constitutional Court's role, and establish a People's Council. Over 10,300 polling stations operated nationwide, while 71 stations abroad enabled 14,380 citizens to participate. Voting at Kazakhstan's San Francisco consulate concluded at 8 a.m. Astana time on March 16.

The Central Referendum Commission reported 9.1 million ballots cast by Sunday evening, representing 73.24% of registered voters. Official results will follow completion of the vote count, which could reshape Kazakhstan's governance framework in 2026.
