Rwanda has announced a revised national budget of 6.95 trillion Rwandan francs ($4.7 billion) for the 2025–26 fiscal year, reflecting a strategic shift toward optimizing financing for critical infrastructure projects. Finance Minister Yusuf Murangwa confirmed the 80.4 billion franc ($55 million) reduction during a parliamentary session in Kigali on Thursday, attributing the adjustment to improved access to concessional loans and domestic funding mechanisms.
The revised budget reallocates resources to prioritize capital expenditures, including the second phase of the new Kigali International Airport in Bugesera District. Murangwa emphasized that the project’s enhanced financing terms reduced funding requirements by 198 million francs, enabling the government to lower recurrent spending on debt servicing and subsidies without compromising development goals.
While recurrent budgets for public services and goods saw modest cuts, infrastructure and strategic investments now account for a larger share of total spending. Analysts suggest this aligns with Rwanda’s broader economic vision to position itself as a regional hub for trade and logistics. The move comes amid global economic uncertainties, with African nations increasingly relying on blended financing models to sustain growth.
