U.S. Avoids Prolonged Shutdown as Trump Signs Funding Deal

U.S. President Donald Trump signed a $1.2 trillion funding package on February 3, 2026, ending a three-day partial government shutdown that began February 1. The deal funds key federal agencies through September 30 while postponing Homeland Security allocations amid ongoing immigration policy disputes.

The House passed the bill 217-215 after Senate approval, avoiding disruptions to defense, education, and transportation programs. Notably excluded is Department of Homeland Security (DHS) funding, now under a two-week stopgap measure as lawmakers debate reforms to immigration enforcement protocols.

This eleventh-hour resolution follows heightened tensions over recent enforcement-related incidents in Minneapolis. Senate Minority Leader Chuck Schumer emphasized that DHS funding remains contingent on legislative overhauls to Immigration and Customs Enforcement operations.

The shutdown marks the third such crisis since 2025, reflecting deepening partisan divides. While Asian markets showed limited reaction to the brief closure, analysts warn prolonged impasses could impact U.S.-Asia defense coordination and trans-Pacific trade workflows.
