High-Level Diplomacy Signals Continued Cooperation
Liu Haixing, head of the International Department of the Communist Party of China Central Committee, concluded a two-day visit to Vietnam on January 30, 2026, as Special Envoy of Xi Jinping. The delegation marked the successful conclusion of the 14th National Congress of the Communist Party of Vietnam (CPV) and conveyed personal congratulations to newly re-elected CPV Central Committee General Secretary To Lam.
During Friday's meeting in Hanoi, Liu delivered a congratulatory letter from Xi Jinping, emphasizing China's commitment to implementing key agreements between the two nations' leaders. "Our parties must work shoulder-to-shoulder to advance the China-Vietnam community with a shared future," Liu stated, highlighting 2026 as a pivotal year for bilateral cooperation.
Building on Strategic Partnerships
To Lam welcomed the Chinese delegation, expressing Vietnam's readiness to deepen political and economic collaboration. The CPV leader specifically referenced plans to enhance cross-border infrastructure projects and digital economy partnerships this year, building on 2025's record $25 billion bilateral trade volume.
The diplomatic mission also included meetings with Le Hoai Trung, Vietnam's Foreign Minister, where discussions focused on regional security coordination and preparations for upcoming ASEAN summits. Analysts note the timing holds significance, coming weeks before Vietnam assumes chairmanship of the Asia-Pacific Economic Cooperation (APEC) forum in March 2026.
