EU Launches Probe Into X’s Grok Recommender Systems Under Digital Services Act

The European Commission announced on January 26, 2026, a formal investigation into social media platform X regarding its integration of Grok's AI-powered recommender systems. This marks the latest regulatory action under the Digital Services Act (DSA), which governs content moderation and risk management for major online platforms.

The probe will examine whether X conducted adequate risk assessments before deploying Grok's algorithms in the EU market. Regulators are particularly focused on potential systemic risks related to misinformation amplification and user manipulation. The investigation expands upon proceedings initiated in December 2023, now encompassing X's complete transition to Grok-based recommendation engines.

A Commission spokesperson stated: "All major platforms must demonstrate proactive compliance with DSA requirements. This includes thorough testing of AI systems that influence public discourse."

If found non-compliant, X could face fines up to 6% of global revenue. The outcome may set precedents for AI integration in social media across the 27-nation bloc, with implications for tech firms operating in Asia and other regions.
