The United States has launched the second phase of its Gaza peace initiative, shifting focus from ceasefire maintenance to demilitarization, technocratic governance, and reconstruction planning. U.S. Special Envoy Steve Witkoff announced the transition on social media platform X, emphasizing the need to establish basic administration and restore essential services in Gaza.
Regional Mediators Establish Transition Committee
Egypt, Qatar, and Türkiye unveiled a Palestinian technocratic committee to manage Gaza's civil services and reconstruction during the transitional period. Headed by veteran engineer Ali Abdel Hamid Shaath, the committee aims to coordinate humanitarian aid while avoiding political confrontations. Mediators clarified this body complements—but does not replace—broader political processes addressing Palestinian governance.
Ceasefire Compliance Remains Critical
Washington reiterated that progress depends on full adherence to ceasefire commitments, including Hamas' return of remaining deceased hostages. Israeli Prime Minister Benjamin Netanyahu separately emphasized ongoing efforts to recover the body of Ran Guaili, stating: "The declaratory move regarding the establishment of a technocratic committee will not affect efforts to bring Ran back for burial in Israel."
Regional partners urged all parties to facilitate humanitarian access as reconstruction planning accelerates. A U.S.-led "Peace Council" is expected to be announced soon to oversee implementation efforts.
