U.S.-Ukraine Talks Conclude with Progress on Security, Stalemate on Territory

U.S. and Ukrainian officials concluded three-day negotiations in Miami on December 6, 2025, addressing critical territorial disputes and security guarantees amid ongoing regional tensions. The talks, described by Axios as both “difficult” and productive, highlighted Washington’s efforts to mediate between Kyiv’s territorial claims and Russia’s demands for withdrawal from parts of Donbas.

While discussions on territorial sovereignty faced hurdles, sources confirmed “significant progress” on U.S.-backed security assurances for Ukraine. Both parties agreed to refine a draft framework to ensure mutual interpretation consistency, though details remain undisclosed.

Ukrainian President Volodymyr Zelenskyy confirmed the negotiations concluded with a two-hour call involving U.S. Special Envoy Steven Witkoff and senior advisor Jared Kushner. Zelenskyy called the dialogue “long and substantive,” emphasizing Kyiv’s commitment to “genuinely achieve peace” through continued collaboration.

Ukraine’s delegation, led by National Security Secretary Rustem Umerov and General Staff Chief Andriy Hnatov, will brief Zelenskyy in London this week on revised U.S. proposals. Observers anticipate follow-up meetings in early 2026 to solidify terms.
