During his arrival speech, Premier Li highlighted Zambia's historic role as the first Southern African country to establish diplomatic relations with China. He emphasized the enduring 'Tazara spirit' – a legacy of mutual respect forged during the 1970s Tanzania-Zambia Railway project – as foundational to current bilateral cooperation.

'China and Zambia have maintained unwavering mutual support despite global uncertainties,' Li stated, referencing recent progress under the leadership of President Xi Jinping and Zambian President Hakainde Hichilema. The leaders' meeting at the 2024 FOCAC Beijing Summit was noted as pivotal in shaping current joint infrastructure and trade initiatives.

The Premier outlined three key cooperation pillars for 2025-2026:

  1. Expanding mineral resource partnerships in Zambia's copper sector
  2. Accelerating technology transfers for sustainable agriculture
  3. Enhancing cultural exchanges through new Confucius Institute programs

Li concluded by reaffirming China's commitment to multilateral coordination with African partners, particularly in addressing global economic governance reforms. The visit is expected to yield new agreements in renewable energy and healthcare infrastructure during bilateral talks on November 21.
