China, ASEAN Nations Intensify Cross-Border Telecom Fraud Crackdown

Law enforcement agencies from China and five Southeast Asian nations have pledged to strengthen joint efforts against transnational telecom fraud during a high-level meeting in Kunming on November 14, 2025. Representatives from Cambodia, Laos, Myanmar, Thailand, and Vietnam joined Chinese officials in finalizing new coordination mechanisms to combat increasingly sophisticated cybercrime networks.

The Kunming agreement establishes multinational operations teams and enhanced intelligence-sharing protocols, building on recent successes in regional security cooperation. Since early 2025, coordinated operations have disrupted major criminal hubs across the Mekong region, with Myanmar authorities repatriating over 5,500 fraud suspects to China through a trilateral mechanism with Thailand.

Notable achievements include a Chinese-Laotian raid in the Golden Triangle Special Economic Zone that apprehended 600 suspects, and a Vietnamese operation that dismantled 149 fraudulent accounts targeting regional victims. Chinese Ministry of Public Security data shows 2,141 suspects have been extradited from Cambodia this year alone.

Authorities emphasize these efforts protect both economic security and individual livelihoods across participating nations. The new framework includes standardized procedures for suspect repatriation and joint training programs for cybercrime investigators, signaling a long-term commitment to regional digital security.
