Russian Security Council Secretary Sergei Shoigu arrived in Pyongyang on Wednesday for high-level discussions with the Democratic People's Republic of Korea (DPRK) leader Kim Jong Un, marking his second visit to the capital in three months. The talks, ordered by Russian President Vladimir Putin, are expected to address bilateral cooperation and global security challenges, including the Ukraine conflict.

The meeting follows a landmark 2023 military agreement between Moscow and Pyongyang featuring mutual defense provisions, signed during Putin's rare visit to the DPRK. Analysts suggest the recurring high-level exchanges signal deepening strategic alignment between the two nations amid evolving geopolitical tensions.

Shoigu previously praised the military pact during his March 2024 visit as "fully meeting the interests of both countries," while state media TASS emphasized the talks' focus on "current affairs" in international relations. The discussions occur as global attention remains divided between Ukraine's ongoing conflict and shifting power dynamics in Northeast Asia.
