Russia, Ukraine Set for High-Stakes Talks in Istanbul: Key Attendees Revealed

Direct negotiations between Russia and Ukraine will resume in Istanbul on Thursday, marking the first face-to-face talks since March 2022. The Kremlin confirmed Russian President Vladimir Putin approved a delegation led by presidential aide Vladimir Medinsky, signaling Moscow’s renewed diplomatic focus amid ongoing conflict.

The Russian team includes Deputy Foreign Minister Mikhail Galuzin, Deputy Defense Minister Alexander Fomin, and military intelligence chief Igor Kostyukov. These figures previously participated in early-stage negotiations following Russia’s special military operation in Ukraine.

Ukrainian President Volodymyr Zelenskyy’s attendance remains unconfirmed, though a Ukrainian official told Reuters he is en route to Türkiye. Zelenskyy has consistently stated he would join talks only if Putin participates personally.

The U.S. delegation, headed by Secretary of State Marco Rubio, has actively coordinated with Ukrainian counterparts this week. Ukrainian Foreign Minister Andrii Sybiha described ongoing discussions as vital for aligning strategies ahead of the negotiations.

Analysts suggest the talks could address stalled ceasefire proposals and humanitarian corridors. Türkiye’s role as mediator reinforces its growing diplomatic influence in Eurasia, while global markets watch for potential impacts on energy security and trade routes.
