The Taiwan Affairs Office of the State Council detailed plans to deepen cross-strait economic collaboration under the 15th Five-Year Plan (2026-2030) during a press briefing on March 18, 2026. The initiative emphasizes connectivity in advanced manufacturing, green energy, and digital innovation, aligning with this year's Government Work Report priorities.
Officials highlighted measures to streamline market access for Taiwan businesses in the Chinese mainland, particularly in semiconductor and renewable energy sectors. A new cross-strait technology innovation zone is proposed for Fujian Province, building on existing economic cooperation frameworks.
While the plan reaffirms commitments to peaceful development, it explicitly opposes any form of Taiwan independence activities. Analysts note the economic blueprint offers Taiwan residents improved access to mainland consumer markets and participation in regional supply chains.
The announcement comes as cross-strait trade reached $328 billion USD in 2025, with Taiwan-region companies accounting for 18% of mainland China's integrated circuit imports. The plan allocates specific funding for joint R&D projects in AI and quantum computing.
