China Defends Export Controls to Japan, Vows Supply Chain Stability

China's Foreign Ministry reaffirmed its commitment to global supply chain security on Monday while defending strengthened export controls on dual-use items to Japan as "completely justified, reasonable and lawful." Spokesperson Mao Ning addressed growing international attention to rare earth trade dynamics during a regular press briefing in Beijing.

The comments follow reports of delayed export license reviews for rare earth shipments to Japan, including civilian-use materials. Mao emphasized that China's measures align with national laws and international non-proliferation obligations, stating: "Our stance on maintaining global critical mineral supply chain stability remains unchanged."

While responding to concerns raised by G7 members about rare earth supplies, Mao noted that "all parties have a responsibility to play a constructive role" in ensuring supply chain security. The clarification comes as Japanese companies report challenges in securing rare earth imports, though Chinese authorities maintain these controls target specific dual-use technologies rather than general trade flows.

Analysts suggest the measures reflect evolving global standards for critical mineral management, particularly for materials essential in advanced manufacturing and green energy technologies. China remains the world's largest processor of rare earth elements, accounting for nearly 90% of global refined output.
