China Temporarily Eases Rare-Earth Export Controls

China has suspended key export control measures affecting rare-earth materials and related technologies, signaling a potential recalibration of its strategic trade policies. The Ministry of Commerce announced the immediate suspension on Friday, with the measures set to remain paused until November 10, 2026.

The decision impacts six previously announced regulations, including four joint directives from the Ministry of Commerce and the General Administration of Customs. These covered export controls on superhard materials, lithium batteries, synthetic graphite anode materials, and five medium-to-heavy rare-earth elements like holmium. Two additional Ministry of Commerce announcements addressing rare-earth technologies and overseas-related items were also suspended.

Analysts suggest the move could stabilize global supply chains for green energy technologies and electronics manufacturing, where rare earths play a critical role. The suspension period aligns with China's 15th Five-Year Plan timeline, hinting at potential long-term policy adjustments.

While the temporary easing may relieve international manufacturers, experts caution that China retains strategic oversight through its dominant position in rare-earth processing. The development comes as global demand for electric vehicle components and renewable energy infrastructure continues to surge.
