Hainan has launched a major expansion of its duty-free shopping policies this month, introducing 47 new product categories and extending benefits to all departing travelers since November 1, 2025. Under the updated framework, cosmetics, electronics, and premium alcohol now join traditional duty-free categories. A revamped membership program allows frequent shoppers to convert loyalty points into cash discounts, with exclusive promotions for premium cardholders. Analysts predict the changes could increase annual retail sales by 18-22% in 2026.
