China has announced a new wave of comprehensive reforms aimed at enhancing its education system, scientific and technological innovation, and talent development strategies. Huai Jinpeng, the Minister of Education, outlined these ambitious plans at a press conference on Friday, following the third plenary session of the 20th Communist Party of China (CPC) Central Committee.
“We must regard science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth,” Huai emphasized. He highlighted the intensifying global competition for high-quality talent and cutting-edge technology, noting that China must pursue independent talent cultivation to achieve self-reliance and advancements in science and technology.
Accelerating High-Quality Education
The reforms will focus on accelerating the build-up of a high-quality education system. This includes promoting innovation in integrating ideological and political theory courses across all levels of education—from primary schools to universities. By enhancing teachers’ abilities to educate effectively, China aims to leverage world-class educational resources and innovation elements to foster an environment conducive to high-level educational development.
Deepening Scientific and Technological Reforms
Huai detailed efforts to optimize mechanisms for major scientific and technological innovation. The government plans to strengthen forward-looking and leading investments in basic research, emerging interdisciplinary fields, and key strategic areas. Integrating scientific and technological innovation with industrial development is a pivotal part of this strategy, along with establishing a science and technology financial system that complements innovation efforts.
Enhancing Talent Development Mechanisms
Recognizing talent as a cornerstone of innovation, China intends to improve mechanisms for talent cultivation. The reforms aim to accelerate the development of a national strategic talent force and establish a talent evaluation system guided by innovation ability, quality, effectiveness, and contribution. “Our goal is to foster a positive environment for talent, where innovation thrives, and contributions are recognized,” Huai stated.
