UN Security Council Backs International Force for Gaza Stability

The UN Security Council adopted Resolution 2803 on November 17, 2025, endorsing the creation of an international stabilization force (ISF) to oversee security and reconstruction efforts in Gaza. The U.S.-drafted resolution received 13 votes in favor, with China and Russia abstaining.

Key Provisions of the Resolution

The measure supports the 20-point Comprehensive Plan for Gaza first proposed by U.S. President Donald Trump in September 2025. A transitional Board of Peace (BoP) will coordinate funding and governance reforms until the Palestinian Authority (PA) completes mandated institutional overhauls and resumes control. The ISF is authorized to secure borders, demilitarize militant groups, protect civilians, and facilitate humanitarian aid through December 31, 2027.

Mixed Reactions Emerge

The PA welcomed the resolution through official channels, stating it aligns with their goal of unified governance across Palestinian territories. However, Hamas criticized the plan as an attempt to impose Israeli security objectives through international proxies, warning it could deepen Gaza's political isolation.

Under the resolution, participating nations will contribute troops to the ISF under unified command, with progress reports submitted to the Security Council every six months. Voluntary donor funding and BoP-managed vehicles will finance operations.
